Protect Communities from Dangerous Carbon Pipelines!

A CO₂ pipeline leak could literally mean the suffocation of nearby communities. We need your help to tell the California Office of the State Fire Marshal to establish the strictest CO₂ pipeline regulations to protect communities from dangerous carbon dumping projects.

The Office of the State Fire Marshal is only accepting public comments on California’s first-ever regulations on CO₂ pipelines for FIVE days.

I am writing to express concerns about your draft regulations for CO2 pipeline safety standards. Given the significant impacts that CO2 pipelines can have, I want clear, stringent regulations that prioritize the health and safety of California communities and ecosystems.

Since federal PHSMA regulations for CO2 pipelines were never finalized, and given the risks posed by CO2 pipelines, it's critical for the state to adopt stringent regulations on carbon dioxide pipelines that not only meet but go beyond federal regulations.

California is a climate leader and it has the unique opportunity to set a high standard for the buildout of carbon dioxide pipelines in the state. I strongy encourage the Office of the State Fire Marshal to incorporate the following into the final CO2 pipeline regulations:

• Require clear setback distances from homes, schools, hospitals, and other sensitive locations
• Require operators to provide CO2 monitors and emergency breathing equipment to residents within pipeline emergency zones, at no cost
• Improve public notification, transparency, and community participation before permits are approved and create a centralized public portal for real-time monitoring of projects
• Require operators to train local emergency responders for CO2 pipeline incidents
• Strengthen pipeline design standards near waterways and populated areas
• Protect parks, tribal lands, wilderness areas, and other sensitive ecosystems from pipeline development
• Ensure California's regulations go beyond withdrawn federal standards and prioritize public safety
• Build robust safety analysis, public disclosure, and community participation requirements directly into the CO2 pipeline permitting framework to protect against potential significant weakening of CEQA as it relates to CO2 pipelines

I am submitting these comments to help reduce inherent harms to our climate, health, and environment from proposed CCUS development and CO2 pipeline build-out across California.

When carbon pipelines fail, people can literally begin to suffocate. CO2 pipeline ruptures can create zones where victims lose consciousness within seconds or minutes, with no warning odor or visible cloud. Given the unique hazards, the regulations must explicitly recognize that siting CO2 pipelines near sensitive receptors places unacceptable burdens on already vulnerable communities. Monitoring requirements must be more robust, and the responsibility should be on operators to equip and train local emergency responders for CO2 pipeline incidents.

I urge you to incorporate these critical changes and implement stringent regulations to protect California communities and our environment.
