No Carbon Injections in Our Oceans!

U.S. Secretary of the Interior Doug Burgum has plans to move forward with new regulations that would allow for offshore carbon dioxide injections.

Allowing carbon storage under our seabed would be devastating for our oceans and coastal communities, and it would expand further fossil fuel extraction. We know there are systemic problems with land-based carbon dioxide storage that have yet to be addressed, including dangerous leaks. These risks would be even greater in an offshore environment.

I urge you to pause the rulemaking process for RIN: 1082-AA04 and to not allow offshore carbon dioxide injections. There are huge regulatory and oversight gaps that impact the overall safety of transporting and injecting carbon dioxide in our oceans.

Plans to move this rulemaking forward seem to be driven not by scientific readiness, but by industry efforts to capitalize on generous federal subsidies, primarily through the 45Q tax program. The recent expansion of 45Q and reductions in public oversight have created a strong financial incentive to rapidly develop carbon capture and storage projects, including the offshore proposals your agency will oversee. This dynamic risks prioritizing speed over safety, encouraging the deployment of this technology in a more complex offshore environment.

We've seen that capturing and injecting carbon dioxide underground has failed again and again, while costing billions of taxpayer dollars. The federal government has failed to address longstanding concerns with the safety of injection wells and pipelines of onshore projects, and these issues would only be magnified offshore. For instance, we saw in Satartia, MS how a major carbon dioxide leak from a pipeline caused carbon dioxide poisoning many miles away — and marine carbon leaks are even harder to detect and contain. Regulations must not move forward without a deeper understanding of the impacts of carbon dioxide injections and transportation in a marine environment.

The vast majority of carbon captured in the U.S. goes to enhanced oil or gas recovery — that is, using carbon dioxide to drill for more oil and gas — and not permanent carbon sequestration. We need to prioritize initiatives that protect our communities and natural resources, not one that allows further exploitation by big oil through greenwashing schemes like carbon capture in our oceans.

Protect our communities, not the profits of oil and gas companies! Please put these rules to expand carbon sequestration in our oceans on hold.
