Congress: No Forcing Data Centers onto Communities!

The Tech industry is working behind the scenes to amend the National Defense Authorization Act to prevent state and local governments from enacting regulations to protect the public from the harms of data centers.

We know that data centers are driving up rates, using water at unsustainable rates, and threatening the health and well-being of communities. This effort is moving forward because communities across the country have been fighting data centers in their communities and winning.

I am writing to ask you to oppose efforts to sneak provisions into the National Defense Authorization Act that would block state and local governments from passing laws that would protect communities from the harms of data centers and artificial intelligence.

We need strong guardrails to stop data centers from abusing our wallets, our health, our economy, and our planet. Instead, Big Tech is pouring billions into this buildout that is quickly becoming one of the biggest environmental and social challenges of our generation.

Data centers consume massive amounts of water, in addition to the water used in power generation to run them. As of 2023, nearly 80% of the water consumption of Google’s U.S. AI data centers came from drinking water sources. By 2028, data centers may require as much water as 18.5 million households, just for cooling. Despite the high water needs, companies are building these facilities in already water-stressed areas. Communities are seeing their groundwater depleted after data centers set up shop. If this provision passes, communities may not be able to protect their limited water resources from data centers.

In addition to stealing our water resources, the expansion of data centers is driving up energy bills. The costs of that infrastructure are shared across all customers, even if it only serves electricity to data centers. An analysis of the PJM grid (which serves electricity to 13 states) found that families are paying $4.3 billion for new infrastructure approved in 2024 just to power data centers. Across the country, Bloomberg found that in areas near significant data center activity, electricity rates have jumped as much as 267% compared to just five years ago.

We need to stop data centers from exploiting our resources, not force them on our communities. Please stand against these provisions to block state and local governments from passing laws that would protect our communities from the harms of data centers.
