California: Make Polluters Pay!

California brands itself as a climate leader, but despite deadly climate change disasters costing us billions, legislators in Sacramento just passed massive Big Oil giveaways, including paving the way for CO₂ pipelines and MORE drilling.

Enough is enough. It’s time for our representatives to hold corporate polluters accountable.

The Polluters Pay Climate Superfund Bill will require CalEPA to establish a program to assess climate damages, collect funds from the biggest polluters, and direct funds to invest in much-needed climate resiliency.

New York and Vermont have already passed similar legislation. Now it’s time for California to do so too.

I was appalled that the 2025 legislative session ended with the passage of major giveaways to the oil industry, including paving the way for dangerous CO2 pipelines and even more drilling.

Instead of propping up the corporate polluters driving climate change, we should hold the fossil fuel industry accountable for the billions in damages they have caused in our state. This means advancing and passing the Polluters Pay Climate Superfund Bill (SB 684/AB 1243) in January.

The legislation would require major fossil fuel companies that profited from the pollution that causes climate disasters to pay their fair share of climate-related costs, which are staggering. The California Natural Resources Agency estimates the state faces at least $113 billion in annual climate change costs by 2050. The Polluters Pay Climate Superfund Bill would establish a comprehensive program that would direct the California Environmental Protection Agency to assess damages and collect funds from major polluters, with at least 40% of funding directed to communities hit hardest by fossil fuels.

Californians face billions in climate crisis-related costs in the years ahead. The total cost recovery from the bill is a much needed solution to California’s worsening climate budget crisis.

Wildfires alone have caused tens of billions in destruction of property, health costs and other losses in California in just the past few years. A Climate Superfund Bill provides an answer to a key question about the future cost of living in California — who will pay for these increasing costs, the taxpayer or the polluters most responsible for the climate crisis?

Vermont and New York have already passed similar legislation, and others, including Massachusetts, Maryland, Minnesota, and Oregon, are in the process of developing their own.

It is time for major polluters to pay their fair share of the burden they created. I urge you to pass the California Polluters Pay Climate Superfund Bill (SB 684/AB 1243).
