I oppose the EPA’s proposed rule, Minor New Source Review Program Air Permitting Public Participation Requirements for State Implementation Plans (Docket ID No. EPA-HQ-OAR-2025-1212), which would eliminate the federal requirement for public participation on “minor” sources of air pollution. If anything, we need MORE opportunity for commenting on polluting projects moving into our communities, not LESS.

Public notification and comment periods for air permits are vital to government transparency and informed decision-making. Eliminating public participation requirements would not just harm community members, who already lack information about polluting projects, but it would also interfere with regulatory agencies’ ability to fulfill their mission of protecting air quality.

For the sake of public health, environmental protection, and environmental justice, EPA should withdraw this proposal and retain the existing federal minimum public participation requirements for minor New Source Review programs.

I urge you to prioritize the health, safety, and welfare of our communities over the profits of polluting industries like Big Tech and Big Oil by immediately withdrawing this proposed rule.
