New York City's Local Law 97 passed in 2019 and set the standard for addressing urgent climate goals while lowering energy bills, creating good green jobs, and reducing air pollution. But former mayor Eric Adams created a loophole in that law that allows building owners to pay their way out of cleaning up their pollution by purchasing unlimited quantities of Renewable Energy Credits (RECs).
On the campaign trail, Zohran Mamdani pledged to close that loophole, but since taking office has not yet taken action to do so.
Mayor Mamdani has the power to close the loophole and limit the sale of RECs, ensuring New Yorkers can benefit from cleaner homes, lower bills, good green jobs — and to counteract Adams’ damage to Local Law 97.
