With Oregon facing historic drought conditions, we're fighting back against one of the largest water users in our state – factory farms. Things could get even more dire, as hard-won water restrictions for Big Ag are under threat of expiring next year.
In 2023, we helped pass a law capping Oregon’s outdated stockwater exemption, which allowed large factory farms to use water without permits for over 60 years. This cap has already stopped three massive factory farms from opening in our state.
But the cap is temporary, and it will expire next year. We have to act now to ensure our legislators extend this successful policy permanently.

From record-breaking drought, worsening wildfires, and scorching heat domes, Oregon is facing an unprecedented water scarcity crisis.
Large factory farms cannot be allowed to exploit the Stockwater Exemption, an antiquated loophole in Oregon’s water law, to guzzle up our scarce water resources without securing water rights.
In light of this water crisis, we urge you to permanently close this loophole during the 2027 legislative session to manage our water supply sustainably.
